“..And I propose ordinance entitled, Local Film Development Ordinance of Cagayan de Oro City 2026. I authored this measure simply because Cagayan de Oro already has a film heritage worth preserving, and we have already a city of creative people upon who the city government has the responsibility to support. The ordinance does not seek to create a film culture from nothing. It seeks to give our local film industry an institutional structure through which talent can learn, create, work, exhibit, and reach wide audiences. The ordinance recognizes film as an art from the forms and a means of cultural expression. It also recognizes film as an economic activity that can create employment, develop skills, generate enterprises, attract investment, and open market opportunities. For our city, this means giving our filmmakers and film workers a local ecosystem where their skills can grow and their work can find audiences. This ordinance is fundamentally an investment in people and in the stories that our people can tell through film. It gives Cagayan de Oro a framework to develop its local film industry while preserving the cultural memory and creative identity of our city and Mindanao..”
