GIREKOMENDAR ni Interior Secretary Jonvic Remulla nga kinahanglang repasohon ang age requirement ug “physical autonomy” sa Sangguniang Kabataan kon SK!
Matud ni Remulla nga nagbaton og problema human mahatagi og mas dakong autonomy ang SK sa pagdesisyon ug paggamit sa ilang pondo, nga mahimong moresulta sa mas sayong pagkat-on sa pipila ka opisyal nga mohimo’g kakulian.
Gibutyag usab sa Kalihim nga 20 porsyento sa mga SK ang giingong wala nag-function, usa ka tuig human ang pili-ay tungod adunay mga opisyal ang nagminyo, nagtrabaho o nagtungha sa ubang LGU.
“..Our bigger problem is the SK officials. In one term, sir, after one year of their election, 50 percent of the SKs are no longer functioning. They either got married, they took a job, or they started studying in another LGU. That is part of the problem because we’ve, they extended the age to 25, it used to be up to 18 and now when they extended to 25, the rules got skewed and the officials elected also got skewed. Furthermore, the bigger problem arose when the COA gave fiscal autonomy to the SK, making them solely, sila lang ang mag–desisyon para sa pera ng SK, without the supervision of the Barangay Captain. Some people thought that it would remove them from the clutches of the Barangay Captain, but it, it acted in reverse. Mas maaga matuto yung mga SK na magluko at gumawa ng kalukohan sa pera ng SK. If there were any, reforms that we should do, it is mostly around the SK’s age and their fiscal autonomy that we have to fix..”
