Those applicants in Barangay Carmen, about more or less 14,000. majority are victim from the other provinces there are from, there are applicants from Agusan del Norte, from Bohol, from Cebu, Bukidnon, Maguindanao, there are some from Danao del Sur, from Laguna, Davao del Sur…”
