Mekanismo nga naka-desinyo sa pagpalambo sa alyansa tali Amerika ug Pilipinas ubos sa Philippine-US Mutual Defense Treaty kon MDT.
Matud ni US Ambassador Marykay Carlson nga walay katungod ang Amerika sa sites ug tanan aktibidad naka-base sa imbitasyon sa gobyerno sa Pilipinas.
“…well the EDCA sites can be used for whatever the Philippine government invites the United States to do these are not our sites, we do not have any rights to this sites its not as if somehow somebody snaps a finger and all of a sudden everything is open to United States everything that we do in the Philippines is at the invitation of the Philippine government…”
