GIROKEMENDAR sa Senate Blue Ribbon Committee ang pagsang-at og administrative ug criminal complaints batok sa mga opisyales nga naghatag sa ilang go-signal sa planong pag-import sa 300,000 metric tons sa asukal sa nasud nga wala’y approval sa Presidente.
Kasong graft, smuggling ug usurpation of official functions ang ipasaka batok nilang Kanhi DA Undersecretary Leocadio Sebastian, former Sugar Regulatory Administration Administrator Hermenegildo Serafica ug SRA board members Roland Beltran ug Aurelio Gerardo Valderrama Jr.
“..the committee further recommends to the honorable office of the ombudsman the filing of the following charges against the following personalities. 1, there is preliminary evidence on record indicating that the public officials involved in the sugar fiasco namely Undersecretary Leocadio Sebastian, former SRA Administrator Hermenegildo Serafica, board members Atty. Roland Beltran and Mr. Valderrama have committed the administrative offenses of serious dishonesty, grave misconduct, gross neglect of duty, conduct for judicial to the best interest of the service and clause in subordination under the revised rules of the administrative cases in the civil service. 2, for criminal cases the blue ribbon committee recommends that the following charges being initiated against Undersecretary Sebastian, former Administrator Serafica and board members Beltran and Valderrama that the copy of this committee report refurnish to the Department of Justice, Department of Audit, the office of Ombudsman for their information and appropriate actions let the copy of this committee report be also furnish to the Bureau of Immigration with the exclusion of the names of Leocadio Sebastian, Hermenegildo Serafica Atty. Roland Beltran and Aurelio Gerardo Valderrama Jr. in the immigration lookout bulletin..”
